The increased number of encounters of people on the terror watch list in our country seems to represent an ample amount of threat to our security. To be honest, the increased number of people concerns me in general. The current state of our border, or lack there of is one of this countries biggest issues. But this article uses the words encountered, processed, apprehended and arrested almost interchangeably. Is this simply in order to refrain from using the same word over and over? Are they all actually intended to mean the same thing? Or is the word encounter meant to inflate numbers while arrest is meant to deflate numbers? For instance it says, 2023 there have been 172 encounters but in 2019, zero arrests...the word changed all of a sudden. By definition they mean different things.
