New York does not accept any carry permits from other states. Based on the picture, he was not "concealing" the rifle anyway. New York is very restrictive in terms of allowing its own citizens to carry, and most corporations stupidly don't allow their workers to defend themselves via the 2nd Amendment , instead just telling them to "shelter in place", leaving them sitting ducks.
