This raises many ethical issues as to the implications and what can be done with it; can this be used nefariously? it seems IMO that we need urgent discussions and decisions on controls

Uncontrolled unethical. Just because it can be done doesn’t give them the license or right to do this. They will use extreme examples of public safety (always about the greater good) to rationalize their fallen desires for control. Evil.
