The liquid nanoparticles thay the mRNA is enveloped in are what makes it cross the blood brain barrier. Oncologists all over the world should have sounded the alarm that this stuff would not stay at the injection site as they have used LNPs as a delivery vehicle for some cancer drugs for a while. (Once cancer has metasticized, the risk of using LNPs might be worth the risk.)
The psuedouridine was used instead of uridine to make the mRNA more stable.
