my opinion of course: i think the police that were there (collectively, everyone was waiting for someone else) were afraid to do what they knew needed to be done.
why they were afraid? obviously afraid of being shot. BUT maybe more importantly AFRAID of future legal problems.. The police didn't want to go to prison.
They got all they needed to take that boyish man out way earlier. I mean they had the training and numbers and he didnt. I also don't think they were so scared. They got told to wait.
