It was later proven that during this 2 years he and the Minister of health have given weird outrageous contracts to fake companies, ordered over the top medical supplies (yeah, right). Chums received contracts left and right (no need for legal tenders for picking the best contractor for example), to Kitchen cookware so expensive it made no sense. Since it's election time now, he does not have to publicly show the budget he used. Ta-da! so clever.
