It CAN operate “as needed” in a declared emergency, but if it operates in civilian airspace, it must follow the rules in 14CFR for operations in controlled airspace. So, OK, some will point out that yes, there are “black ops” missions and so forth, but think about the scale, routine and length of operations (multiple decades, and still going) that a “Black Ops” mission would need to be running if the chemtrail theory were true. With no leakage of intel from the hundreds of thousands of ordinary military personnel doing the leg work, air traffic controllers, or pilots themselves (who often go on to careers in commercial aviation). No collisions ever with the massive volume of civilian traffic in the sky. Nobody in a civilian plane ever capturing a military A/C in the process of dumping its payload. No eye witnesses ever, except civilians tens of thousands of feet below, claiming to see vague “ aloe trails” overhead and then anything from coughing, rashes and “everybody suddenly fighting each other for no reason” on the ground below. Not a lot to go on!
One of the things that makes high-altitude release of chemicals whose effects are meant to be experienced on the ground so tricky is the fact that winds can change direction my tens of degrees at different altitudes. So a spray dumped at, say, 35,000 feet may be blown in several different directions before it finally hits earth. Unless the only objective was s to have the chemicals haphazardly hit the ground eventually with no way to really gauge their effects, spraying at altitude would often be just a waste of time and resources. On very calm days the hit rate in a target zone might be somewhat better, but dispersal of small droplets from altitude is still going to be considerable. Without some sort of monitoring happening on the ground, there’s no way anybody can gauge whether or not a spray was having any discernible effect over a defined time.
Another problem is that different layers of the atmosphere may be different temperatures. The “standard atmospheric temperature gradient” doesn’t exist in reality every day. On some days there are cooler or warmer layers aloft, which would cause droplets to freeze or thaw. (Not to mention that spraying at altitude would be hampered by the freezing temperatures to begin with unless ejected as hot liquid, which would freeze shortly after being sprayed and later thaw or go through freezing the thawing cycles on the way down.) Contrails can appear, disappear and take on different characteristics depending on the temperatures of the layers of air they’re passing through. This is one thing that causes some chemtrails to look fluffy, or shiny, or narrow and “hard”. This can also cause the appearance of wisps, which some people interpret as chemicals raining down to the ground. In reality, it’s just warmer water vapor freezing into ice crystals as it passes thru a layer of colder air, then thawing and disappearing again as it descends unevenly and evaporates.
Many of the examples of military experiments on civilians happened in decades past, when the population was lower, there was more “room” and many fewer rules and regulations hampering vastly increased civilian traffic on land and in the air. I’m absolutely not saying that the military isn’t conducting l ring secret ops today - is anybody stupid enough to think that DARPA isn’t active somewhere in mRNA research, 5G and so on? What I suggest is that besides the whole chemtrails thing being subject to too many variables to be viable, the methods of warfare against the public must move with the times. Genetic engineering is hip, full of extraordinary promise and very easy to administer covertly. One questionable disease announcement made and amplified by the captured media, and the spooked sheeple literally run to beg for an unknown substance to be injected into their bodies/. How much easier can it get??? Why even bother with the mechanical complexity of chemtrails when you can get the lab animals to line up to be experimented on and actually thank you for the privilege?
