I haven't read Meryl's article, but I suppose that the Federal Reserve Act of 1913 would have to be amended by Congress for any such CBDC shenanigans to occur.

We need to remind ourselves that Executive Orders only affect the Executive Branch of the US government; of course, the President is the Chief Executive. Executive Orders are not meant to be broad-based, Roman emperor-like edicts. Congress makes the laws.

No, I don't think so. I've seen some E.O.'s so old they had four digits! Also, Trump just rescinded LBJ's E.O. on the Great Society or something; so, if that was from the 1960's, it must have technically been still valid within the Executive Branch. At least I should think so.
