Actually the Japanese DO wear masks all year round. They even sell the masks in their grocery stores, and always have. They are germaphobes. That is their nature, and it’s well known. No, they haven’t mandated masks, because there was no need to. Masks have always been a part of their culture. So, you’re just refusing to accept the truth.
In the twenty five plus years I have taught in Japan before the panic, I have had two students who wore masks years round. Both in the same class, one of each gender. Only these students had I never seen their faces. In the two years we have been back in the classroom, most of my students at med school, nursing school and vocational schools have worn masks the entire course. I have never seen most of my students’ faces since the panic began. A great many wore/wear them for zoom lessons. I live here and have for over a quarter century. Prior to the panic, as fall comes on many beginning no wearing masks due to allergies and in a vain effort to ward off colds and flu. This continues through winter until the Spring hay fever season. After golden week until mid fall, very very few masks to be seen. Not zero and if visiting form a place that does not wear masks, these few seem like a lot, but not many. Until the panic, the number one reason for my female students to wear masks is because they didn’t put make up on that day. Once a rare occurrence, now common as after not applying make up for 2-4 years. Many have forgotten or not that everyone is masked decide that it is easier to just wear a mask. Had two students last wearing masks for that purpose. Nothing at all like now. Oh, and NEVER mandated, as it is now at many places yet.
So, again, who would you pick?
