Known initially as MKULTRA Subproject 54, MKDECOY was about creating a covert device to cause brain concussions. It would work in such a way that its victims would have amnesia for the attack. There would also be no external physical evidence of the assault. This was not the CIA's only secret program researching the operationalization of brain damage.
