There is are a couple of solid reasons for entering a sovereign country with dry powder.
1: the Chinese had signed what would have been the planets largest ever oil contract with Iraq. We, being the smartest guys in the room, thought they would never pull it off. Oops….they did. We became concerned as the contract trigger date was coming up fast. About 90 days or so before the contract went into force (for one third of the planets known reserves) we made the decision to head over and just take it. We had to have boots on the ground before the Chinese or a war with China would become a serious contender for next on stage.
