The definition of reconstruction is to put back or repair what was there to begin with. If a man’s penis was injured the repair could be called reconstruction as the surgeon is repairing the organ that was there.
In the case of trying to assemble a penis on a biological woman one needs a different word. Mutilation is good but probably not acceptable to the surgeon. Let’s take it out of the supercharged zone. If someone desperately wanted a third ear, and a surgeon fashioned one for the patient what would that be called?
