What you describe is an absolute horror. Who in their right mind would willingly agree to genital mutilation OR electronification with (essentially) monitoring devices? Will a person (eventually, in the 7 or 8G phase, let's say) receive a debilitating shock if they engage in future "unauthorized" behavior such as heterosexual coitus, driving a car, or using cash money?
