Currently they check for TB via a Quantiferon blood test for everyone over age 2 and for Syphilis (ages 18-44) and for Gonorrhea (ages 18-24) via a urine test.
Surprisingly It seems that between 1 - 1.5 Billion people have Latent TB infection - mostly from Africa, Latin America including the Caribbean, and people over age 60 from Asia (including China and India). A normal Chest X-ray confirms Latent TB.
TB isn't contagious when in Latent mode. For example if one member of a family tests positive for LTBI, the other members of the family will test negative.
This is different from being HIV positive.
Antibiotic treatment that the Depts of Health provide, greatly reduces the chance of LTBI ever becoming Active TB, which is fairly uncommon to begin with.
