The question is who gets the credit for making this happen? The mandate wasn't commonly known. USCIS was following the recommendations of the CDC, but it was a mandate for legal applicants for permanent residence.

Someone had to get through to Trump.

Maybe Ron Johnson?

The logic is that Trump never liked mandates, so it would be easy to convince him.

By similar thinking, someone needs to get through to Trump to have a Pandemic Czar, with the goal to prevent evil forces from pushing for a new scary Pandemic.

Since Dr Jha has been the Covid Czar, it shouldn't be difficult for Congress and the Public to support.

Yes it might be interesting to know how the change happened, but

"The logic is that Trump never liked mandates, so it would be easy to convince him."

Because of the controversy around the Covid-19 mRNA shots and their harms, this is the low-hanging fruit, no West country has (to my knowledge) the Covid-19 mRNA jab as CONDITION for legal immigration.. it was basically only a relict from past times.

If Trump would be REALLY against mandates he would strike ALL mandates down.
