From all I know, that's the plan: no background immunity, and the so-called vaccinations making things worse, so that the population is like a sponge of susceptibles. Western Australia is similar to NZ. It has closes its borders. Now that it is getting increasing record number of "cases", it will open its borders next month for TRIPLE VACCED people only!
I have suspected that at least some of the disparity in cases were due to higher natural immunity in the vaccinated (surveys and logic show this) and NZ, a covid naive country, seems to confirm this based on the eyecheck

But something tells me that's going to be bad enough as vaxxed persons are not going to like being around other vaxxed persons...AND us unvaxxed don't want the vaxxed to be with 100 feet of us unvaxxed...!
There was a story on RNZ that there were 54 cases in hospital a few days ago and more or less all of them were vaccinated. But the hospitals are also half or 3/4 empty, one patient per 4 bed wards.
