The US gave the military - reconstituted of Shi'ites primarily - arms, tanks, etc. The new "leader" did the usual manner of appointing military "leaders" by loyalty to him, personally and politically. When troops were faced with a battle and tried to reach commanders, no one answered them. They were not supplied with sufficient ammo, petrol, etc., and while the Americans had given them decent training, with no back up, no resupplying, they chose to abandon the field and run for their lives. So, ISIS et al got everything. Then, Obama said he had no plan to eliminate ISIS.
Fighter jets and bombers were flying in from carriers parked in the Gulf, and had to wait for the WH to okay EVERY strike. Obama had to okay them. Staffers would tell the carriers Obama was busy with meetings, or hadn't responded yet. The pilots on station would hit Bingo and have to return to the carriers. I think the strikes were authorized something like 30% of the time, and by then most of the targets had departed. Very frustrated, upset Navy people. When Trump entered office, as you, know ISIS was mopped up in 3 weeks.
