I don't believe that is totally true, but kind of. The curves show that all cause mortality decreases with higher cholesterol to a point, and then starts increasing again, but not as dramatically. Here is one study with graphs:
The study was based on total cholesterol of Koreans without any other factors. That is like saying Koreans who eat carrots have a risk of heart attack.

Research this broad without taking into account cause of death tells us nothing. It is like saying that people who eat carrots die of heart attack without knowing if they have risk factors such as being male, obese, or over 40. The paper is a nothing burger as related to total cholesterol being a factor related to mortality.
Since this is pretty much a population wide study, it is including all people regardless of risk factors, etc. The whole idea of looking at all cause mortality is that "experts" don't really understand much about the human body and how certain things interact in it. The bottom line is that you don't want to do something that increases your risk of death. Let's say that something lowers your risk of a heart attack, but it turns out it causes you to get dizzy and fall down and end up in a nursing home where you die. Was reducing your risk of a heart attack worth it?
Are Koreans the same as Pima Indians, the same as African Americans, or Askenazi Jews? No! The world is not a melting pot. Extrapolating across unique genetic characteristics does not make for a credible scientific conclusion. This paper only looks at Koreans. Overlooking unique traits is a huge problem when it comes to helping people have a better, more healthy and fulfilling life. Just like some people have problems with their blood pressure when it comes to their salt intake, others are not affected by how much sodium is in their diet.
