Beside the statistical trickery ("lies, damned lies, and statistics"), another trick is to change the predicted outcome of an experiment. In this case it went from "stop the spread" and "you won't get the disease" to "reduce hospitalization and death" or "reduce severity". Charging the expected outcome is one of the hallmarks of junk science.
It reminds me of "global cooling" being changed to "global warming" being changed to "climate change". Even if one disputes whether "global cooling" was a big thing in the 1970's, the shift to "climate change" has two problems:
1) It is a marked change from "global warming".
2) "Climate change" is unfalsifiable, since climate always changes
