The profit for the government is that when people are running on a drug treadmill from one community to another looking to purchase, they have no energy to organize and revolt against the oppressive conditions of their life. Third, and quite significantly, arrests for drugs maintains the prison industry which is heavily invested in keeping sentences long and harsh. Most prisons are State facilities and are privatized. They enslave people, predominantly people of color, and use them as free labor for the profit making of the prison owners. Those people donate heavily to political candidates. So here is one way the govt profits from these drugs. There are a few other aspects to permitting the drug trade to continue but I think these are major ones.
