I used to teach in a women's prison in Michigan for 16 years. During that time there were 3 people with penis / scrotum intact serving long indeterminate sentences and allowed housing w/ women because they had been taking female hormones/ transitioning prior to conviction/sentence. This was in the 90's. They were threatened with transfer to a men's prison if caught in a sexual misconduct. My point is, this has been allowed for decades and some even successfully sue to be able to continue their "transitioning" at taxpayers expense! OUTRAGEOUS!
Most of these guys don't really want to part with their junk. So make chopping it all off a prerequisite for being in the women's prison. That should change their minds instantly.
