I think he knows that trying to get justice from those evil monsters is going to be extremely difficult to do given the deep state and levels of protection for those individuals. He wants to concentrate resources to changing the system that allowed those corrupt individuals to do what they did.If the policies weren’t in place, the systems in place that are, they wouldn’t have been able to get away with it. I think he would like to see Justice for sure, but I also think he’s being realistic and knows that this broken system must be changed or we are doomed.

If Pfizer wanted to do a study they could, but it was not required. (They did a fraudulent study). But it didn't matter that it was fraudulent, because they weren't required to do any study. The FDA as a regulatory agency wasn't involved.
HOWEVER the joint chiefs of staff realized that if they didn't get the FDA to sign off on it, not many people would try the vaccines. So they ordered the FDA to give the injectable Emergency Use Authorization. The FDA did give the EUA BUT IT WAS NOT BASED UPON ANY SCIENTIFIC DATA, because they weren't required to. These toxins were purchased under OTA.
It is a little like if you are the DoD and you want to purchase a weapon system, YOU ARE NOT REQUIRED TO DO SAFETY TESTING ON THE WEAPON! This is why OTA is used frequently: it allows government to do things that otherwise would be illegal or fraudulent.
So whenever Malone or RFK Jr says, "We need to clean up the regulatory agencies," They are implying that the only problem is that the FDA didn't do its job.
