They knew exactly what they were doing, when they muddied up sample data points in every way they could. Of course they would assign it to pandemic response pressure, but hey-ho, we have government agencies which we funded for years developing emergency protocols. Now the vast majority of the population believes our governments were caught off-guard and never saw it coming. Despite ‘visionary’ theatre events like 201.
