What comes to mind is Chernobyl. Without one competent physicist to actually realize the extent of the catastrophe, 100 million+ would have contaminated water. Because everyone else was a party hack in the USSR. Russia will always have to deal trying to keep the reactor from melting down. Yet now there is no one left to stop this catastrophe.
