Actually that was/is a very good idea to use empty building to provide housing for immigrants. Such programs have been done before to house the homeless. As long as they provide decent amenities for them so it is helpful and not insulting. Giving people a hands up is exactly what this country should be about. Immigrants tend to be more law abiding and tax paying than most Americans as they are very fearful of losing their ability to stay here.
