Gov. Abbott is on the WEF page, his bio is there. He knows nothing will happen with this law. Only when citizens go to the border to confront the invaders, will this operation stop.
This measure all by itself might slow down the influx, at least into Texas, once the migrants all know about it. The problem is that besides opening the border, Biden has made it known that all illegals are welcome, so that's why they come.

And then send them back home? Then they will come back again and again. Send them up north to the Hochul Huts in NY.
This is likely to cause an international incident if Texas arrests and imprisons a citizen of another country whom we're not friends with
and give local judges authority to order them to leave the country
