Texas can’t simply ship them back over the border because the border is a federal jurisdiction so ICE and immigration departments are involved and they have policies backed by Biden to not stop any of this even if the illegals are caught.
Any attempt by Texas to independently stop this is met with lawsuits from the Federal gov’t and orders from federal judges to follow Biden’s policies.
