NATO betrayed the promise to Gorbachev that it would not expand one inch eastward if the Soviet Union would not oppose the re-unification of East and West Germany. This was under Bill Clinton and continued incrementally thru GWB. When the USSR fragmented, Russia was in no position to oppose these breaches of faith and initially sought to join NATO in order to dissolve any contention that Russia was an outsider which could be characterized as a potential adversary.
Regrettably, due largely to bad western advice, Russia fell into very hard times, exemplified by dramatic drop in life expectancy and high alcoholism stemming from high unemployment and lack of social welfare, accompanied by what was effectively the theft of state assets by influential figures who became the oligarchs aka the Russian Mafia. NATO never embraced Russia and by Obama's presidency was now emboldened to declare at the 2008 Bucharest Summit that Ukraine and Georgia would join NATO, despite explicit warnings that such would constitute crossing an absolute red line, indeed, in the words of former US ambassador to Russia, William Burns, "the reddest of red lines". Despite this NATO/USA persisted in undermining Ukrainian politicians who favored continued good relations with Russia, as evidenced by the Asst Secretary of State Victoria Nuland's boasts of having invested $5 Billion on democracy initiatives in Ukraine by 2014. These efforts culminated with the February 2014 coup which violently ousted the legitimately elected Victor Yanukovych and installed Nuland's pick ("Yats is the guy") Arsenii Yatseniuk, the US-educated puppet who was subsequently succeeded by the oligarch (Chocolate King) Petro Poroshenko. Both men were under the control of and sympathetic to ultranationalists (Pravy Sektor, Svoboda) and instituted policies of de-Russification of the large constituency of Russian speaking Ukrainians. Violence against this constituency is exemplified by the massacre in Odessa and the outright war against the people on the east oblasts of Donetz and Lugansk and the threats against the people of Crimea which included blocking the canal which supplied water to the Crimean peninsula.
The people of Crimea voted to secede from Ukraine, the people of east Lugansk and Donets, with some help from Russia, defeated Ukrainian armed forces attempt to exert control over those who viewed the coup and ensuing administration as illegitimate. The Minsk accords came about with the ostensible goals of achieving a relationship with the national government which respected the rights of the Donbas peoples. Yet no progress was pursued toward these goals and indeed, statements by guarantors of the accords, Angela Merkel on behalf of Germany and Francoise Hollande obo France, within the last year, admitted that these accords were only a ploy to provide time for Ukraine to grow its military resources to impose its will over all of the 'malcontents' who did not accept the results of the coup.
Obviously, this was all known to the NATO members, as they were heavily involved in arming, training and directing the AFU, including the construction of massive defensive works needed to resist a predictable response from Russia.
So, the strengthening of the relationship between Russia and China cannot be attributed completely to Pres. Biden. China has not been blind to the actions of NATO/USA, confirmed by statements of US officials that their goal is to weaken and fragment Russia. China concluded that they would be the next target of destabilization and fragmentation.
