That's because they got too griddy. If they would have given the shots only to the sick elderly people they could have gotten away with the whole fraud. How is it not a fraud to advertise an injection as protecting you from getting sick? They also knew that it doesn't offer real protection, and whatever protection there is, it's just temporary. Many of them were forced to take the shots. You could literally see that they are not feeling well. It's not with everyone, just with some.
