It's not just the DOD under a Biden/ Harris administration that is threatening to use the military against Americans. Trump also recently said that he wanted to use the military against Americans as well. Here is the quote:

"I don’t think [immigrants] are the problem in terms of election day,” Trump told Bartiromo. “I think the bigger problem are the people from within, we have some very bad people, sick people, radical left lunatics... And it should be easily handled by, if necessary, by National Guard, or if really necessary, by the military." So whether Trump or Harris gets into office, there is a serious threat that the military will be turned against the American people. This would be in violation of both the Posse Comitatus Act and the US Constitution (particularly the Bill of Rights).

As a reminder, our military swore an oath to uphold and defend the US Constitution. Thus for our military to be involved in arresting and/ or executing Americans in violation of the Constitution, unless specifically authorized to do so under circumstances approved by Congress (not some Executive Order, DOD directive or other unlawful order), would be a violation of their oath to office.
