Regardless, the bar need to be set way higher for officers with monthly testing. They should be required to be in top mental and physical condition with constant combat and physical fitness training, law review and mental sharpness/acuity testing requirements. They should be very well compensated (because they put their lives at risk to protect others) and incentivized to improve abilities to achieve higher rank.
There are other civil service jobs that individuals who don’t qualify “mentally and physically” can be offered. Certain jobs require the best of the best. This incident only proves that incompetent hires likely create and harbor unsafe environments, resentment, and outcomes that put lives at risk.
