Dr. Paul, I worked as a DMH Case Manager for almost 20 years. I worked with many families and single mothers receiving welfare " benefits". I learned very quickly that the system is a trap and benefits no one. if a women accepts welfare the father cannot be involved and certainly cannot be living with and supporting the women and baby. It's one of the rules that must be followed in order to receive financial support from the state. By designed the welfare system supports irresponsible parental behavior. It's possible this wasn't intentionally done but there is no denying what it produces. The welfare programs in an attempt to curtail abuse of the programs don't want to be paying mothers who have father's living with them presumably providing support. The idea of welfare as a safety net though well intended almost always produces lethargy in the individual because in order to receive the "benefit" you must continuously demonstrate a "need" and to demonstrate a "need" you just have to do " nothing".

The welfare system is a trap, no different from being hooked on alcohol or heroin. People become addicted to the easy money.
