Dr. Paul, I worked as a DMH Case Manager for almost 20 years. I worked with many families and single mothers receiving welfare " benefits". I learned very quickly that the system is a trap and benefits no one. if a women accepts welfare the father cannot be involved and certainly cannot be living with and supporting the women and baby. It's one of the rules that must be followed in order to receive financial support from the state. By designed the welfare system supports irresponsible parental behavior. It's possible this wasn't intentionally done but there is no denying what it produces. The welfare programs in an attempt to curtail abuse of the programs don't want to be paying mothers who have father's living with them presumably providing support. The idea of welfare as a safety net though well intended almost always produces lethargy in the individual because in order to receive the "benefit" you must continuously demonstrate a "need" and to demonstrate a "need" you just have to do " nothing".

However, there are many welfare recipients who 'planned' their pregnancies, aspiring to the lazy life on the dole you describe, supplementing their welfare support with black market income from drugs and prostitution while putting on an innocent act for their case managers.

This is absolutely true. Public school teachers (or private/parochial for that matter) have complete access to their students' detailed personal information. I can tell you from experience in a "troubled" district, the fathers almost always have a different address from the mother. Even if you know it's an intact family, the official info states otherwise. I can also tell you that for the most part both parents from hispanic families show up on back-to-school night. White families are a given. Black families are mainly mothers/grandmothers.
