Unfortunately most of the politicians in both houses of Congress are still grifters, RINOs and Dems on the gravy train, supporting the whims of their wealthy donors--who didn't want to see an election campaign discussion of "tax the wealthy" next year. So they crafted a budget deal that ends two years from now, not one. With no caps on spending.

The two provisions you addressed in your last sentence are very problematic.
I'd like to add that the Dem fight against welfare work requirements and the resulting weak "compromise" was a big disappointment.
