I hate to be that guy, but actually, vaccination doesn't prevent hurricanes, it only lessens the likelihood of severe outcomes or death from hurricanes.

I would not be surprised if any and all federal help is denied to the unvaccinated. No admittance to federally operated shelters, not federally provided emergency food, water nor funds. No helicopter rescues by Coast Guard if unvaxxed. They have turned away children needing transplants because they and/or their parents were unvaxxed.
