A quick internet search came back with film of an incident I remembered reading about involving a woman, who had a mask exemption, being brutally choked by a Victoria police officer for not wearing a mask. See the video at the first link. An opiate addict could have trouble breathing and then one of your state police could kneel on their neck for not wearing a mask.
