It seems to have died out before it can escape the farm. If they brought it to a lab and then deliberately release it to some populated city (e.g. using it for a biological attack) as a future plan however can not be ruled out. While H5N1 is highly pathogenic, transmissibility in populations not in intensely contacting each other (large mammals and humans) were comparably low even if it can begin infect small animals (birds and minks, also chickens). Cause is that large mammals can’t be physically maintained at density sufficient to allow transmission to occur before the host is killed. None of the farm workers were infected.
For sustained transmission in larger animals like humans the pathogenicity must be of the low pathogenic variant. Even MERS-CoV have a longer incubation period yet it failed to cause sustained human to human transmission due to its pathogenicity being too high. Influenza have little to no incubation period as symptoms appear the same day as or the day after exposure—especially the high pathogenecity variants. The very high replication frequancy and no incubation period allow it to spread efficiently in farms—but shut it dead down in societies and the wild alike.
That is, if they need to make this a pandemic the HACS must first be removed or it kills any host larger than a turkey faster than it can spread, and therefore not being able to cause a pandemic.
