It is possible that low CFR though was a deliberate feature and not a bug; facilitate wide spread so pandemic can be claimed. Then hit larger fatality rates with the vaccine mandates to follow. And bad guys who run the op, can take prophylactic HCQ, not take the shot, and they are cool. No blowback to them.
