If it is the amplitude doing it, i.e. they turn up the "volume" then it isn't the frequency. So anything is possible, but haven't seen anything proving this. Close proximity to cell towers is probably very bad for you though; inverse square law.

They are planning on installing them in our National Parks “For your safety”, so there will be no place for those impacted to go to recover.
