All your descriptions of Joe Biden are true. But you missed one crucial characteristic: Biden is an inherently evil criminal. Look at his eyes when he spits out evil words, I nominate him to be the US spokesperson for Satan.
I think in both cases, they were chosen as insurance policies. Who in their right mind would off the president if the consequence was elevating either of these losers to the top office? Of course, once Obama was out of office, all bets were off when it came to Biden. He simply became the useful puppet fronting for Obama’s officially prohibited third term.

The agent is then shown moving his legs onto the floorboard.
This is identical to the help a Parkinson's patient requires getting into a car with high seats. (I know this first hand because I have a friend with Parkinson's and I've had to help him get up into his SUV).
