I don’t know the answer to your question but I would suspect that the great majority of FBI/CIA/Deep State employees are just typical bureaucrat paper pushers that have as little idea about what’s going as the rest of the great unwashed. They are highly unlikely to know enough that they would need to be controlled. Again speculating but the people that do the real secret evil, like the Economic Hitman, would be the flawed ones that need to controlled. He was told repeatedly that once he was in he was in for life because he can never “unknow” what he knows. When he went rogue they tried to poison him and he bled out 40% of his blood supply.

Everything is compartmentalized, they only know what they are told and allowed to know. Spies are smart and have poor moral character (will do as told), that's why they became spies. Spying is the lowest job a person can have because spies lie for a living, starting with what their job is. Being smart, they start to observe things they are not supposed to know and the good ones get promoted to areas they know more or they turn away from spying because they "know too much".
