I don't know about the app used to rent vehicles but I know this much about US Army Staff Sergeant Jabbar, the natural born US citizen from Texas who carried out the terrorist attack in New Orleans.
1) Prior to him enlisting the US had assisted the al-Qaeda linked Kosovo Liberation Front to achieve their aim of establishing a new Islamic country in the heart of Europe. It had condemned actions taken by Russia against Islamists in Chechnya. It had removed a secular regime in Iraq. It had set the stage for the rise of ISIS in Iraq and Syria.
2) Jabbar was in the regular Army from March 2007 until January 2015 and then in the Army Reserve from January 2015 until July 2020,
3) He would have gone through a rigorous selection process at US Army Recruiting. I could be wrong but I can only presume based on information that is available in the public domain that this would have included such things as assessments of general ability as well as specific aptitudes plus such things as, among other things, sadism, resilience, stability and risk for developing PTSD, for which genetic markers exist.
4) He was found suitable.
5) He was then trained and received on-the job experience including while on deployment to Afghanistan
6) He got promoted
7) He would have undergone the US Post Deployment Health Assessment upon return from Afghanistan and likely underwent further examinations subsequently and received "healthcare" by Healthcare Professionals possibly waving Ukraine flags.
8) Serving in the US military taught Jabbar "the meaning of great service and what it means to be responsive and take everything seriously, dotting i's and crossing t's to make sure that things go off without a hitch," he said in a YouTube video, which has since been taken offline. He sat in the video next to a framed poster with the word "DISCIPLINE" in bold, and near a book titled "LEADERSHIP."
9) He transitioned out of service and was unleashed back on to US society.
10) We don't know what he did in Afghanistan but after his discharge he butchered US civilians, his own people.
