These “trans-identifying” cases all have a bit of a different spin to them. Yes, they are all delusional. In most of the cases, the guys are into autogynephilia. In Mulroney’s case, he is most likely an effeminate gay guy who is ashamed of his homosexuality.
So he “transitioned” to be more acceptable in society. Not so sure how that will work.
I’m the case of Jenner, here is an aging athlete who fathered 2 daughters and was part of the Kardashian family empire that totally eclipsed him. So if he couldn’t beat ‘em, he joined them. He is still dates women, and believes he’s a lesbian. Another case of autogynephilia.
